Abstract
It will be the major purpose of this paper to examine the evidence available in such a way that the reader may recognize the various tensions with which Muhlenberg had to struggle as he attempted to cope with the war in whose midst he found himself. Then recognizing these tensions, it is hoped that the reader will have a clearer understanding of the position or positions which Muhlenberg took.
